APPLICATIONS FROM TEXAS ACCESS ALLIANCE
Below is a memorandum to Program Managers of HHSC from Denise Moore, Program Support Coordinator. The memo clearly shows the near total collapse that HHSC finds itself in.
Customer applications forwarded to Texas Access Alliance are being sent to HHSC workers to process. These applications have application dates of January to the present! TAA is being paid by the state to process these applications, the state will now also have to pay its own employees to process them also. Why are the citizens of Texas paying for this work twice? Where are the savings?

SUBJECT: Applications from TAA
Attached you will find applications received from TAA. These applications were either filed on line via the website at yourtexasbenefits.com, were printed from the website and mailed to TAA or were submitted by HHSC to TAA.
We are requesting that you process these applications for ALL programs that the client applied.
We are sending them based on the zip code assignment to the local offices. Please do not follow the normal process of sending TP40's to Telephone Road or Kids Med to Harwin. The exception to this is if you determine during your interview that the client needs long term care services, we ask that you forward a copy of the application to Evelyn Gaitor at MC: 173-2
The application file dates range from sometime in January to sometime this month.
Some of the applications are not signed. For Food Stamps you must pend the client for their signature and you must have an original signature prior to issuing benefits.
You will receive a database (in Excel) of clients and their file dates. You will need to review this database for their file dates. If the application is not listed on the database, but has a scan date or fax date showing, you will use that date as the file date. We are also asking that you review your receptionist and scheduling logs to see if a prior application or subsequent appliation has been submitted and that you honor the earliest file date. Also, as normal procedure, please chek inquiry on all applicants to determine if they have already been certified. In the event that an application is TIERS, this application needs to be forwarded back to TAA for processing.
